Alright, friends! This here is Jean Rosefinch, Bastien's brother. He is a cyborg - he lost a great part of his torso in an accident and now it's aaallll mech in there, that's what the blue markings tell. 
His arm lost the artificial skin during a pursuit and he doesn't have enough cash to buy more, so he just walks around with it like that. Problem is, in his world, souls are visible. And an organic thing, that can only flow through your organic body. So, with fear of social rejection, Jean forces his soul to flow not only in his legs/head, but also torso, to appear fully human even so. That causes pain, so he smokes "slacks", analgesic cigarettes with blue smoke (there's a lot of different cigs in this lore)
